2. Home Studies Policy Memo [PDF]
This memo excerpt details the four instances when HHS home studies are required by the TVPRA before an UC can be released to a sponsor; when the UC (1) is a victim of a severe form of trafficking; (2) is a special needs child with a disability; (3) has been a victim of physical or sexual abuse; and (4) sponsor presents a risk of abuse, maltreatment, exploitation or trafficking. Additionally, HSS requires home studies when (1) UC is 12 years or younger and will be released to a category 3 sponsor; and (2) when the proposed sponsor is a non-relative seeking to sponsor multiple children.
